Town of Hebron Plan of Conservation and Development . . .

What is a Plan of Conservation and Development? This is a document required by State Statutes that is the Town's guide of expected or desired town growth. It highlights important issues, such as open space, development, public facilities etc. This document is essentially a projection of the changes that are likely to occur in Town over the next 10-year planning period.

The Town of Hebron Planning and Zoning Commission, after working on the document for the past six years, in January 2004, has completed and adopted a comprehensive update of the Town's Plan of Conservation and Development. The Plan consists of an Introduction and four sections. The sections are titled "Community Profile", "Preservation of Unique Assets", "Community Identity and Diversity", and "Municipal Infrastructure".

The entire Plan is available on the web for public viewing. The "Community Profile" gives a glimpse at current land use and population. This section presents projections of Hebron's total population capacity by integrating past trends with new policies. The second section, "Preservation of Unique Assets" deals with open space, and natural resource protection issues. This section offers goals and objectives geared at the preservation of Hebron's unique small town character. "Community Identity and Diversity" gives a description of each Business District, and suggests guidelines for future development of these areas plus a preview of plans for the development of the new Village Green District. It also looks at the issue of promoting a variety of housing choices in Town. The final section "Municipal Infrastructure" is a look at all town owned buildings and facilities and provides some policies as to what facilities may need to be improved, expanded or replaced in order to best serve Hebron's residents.

And this Plan is a living document that can be amended over time to best reflect the current thinking and planning for Hebron's future.
