REVALUATION

State law requires a revaluation of all real estate in the Town of Hebron as of October 1, 2001. Revaluation is the equalization of property values by estimating the current market value of all properties in the community. Hebron's last revaluation was effective for the October 1, 1993 Grand List.

At this time the Assessor's office is in the beginning stages of this project. The Town has hired Lesher-Glendinning Municipal Services, Inc. to assist the Assessor in completing the revaluation project.

The Assessor's office would like to take this opportunity to thank all the citizens of Hebron for their interest and cooperation in this very important project.

ASSESSMENT APPEAL PROCESS

1.) Discuss with the Assessor's Office
Our staff will be happy to assist you and no appointment is necessary.
2.) Board of Assessment Appeals
Property owners may appeal their assessment by filing a written application for a hearing between January 31st and February 20th. All applications must be received or postmarked on or before February 20th. Applications for appeals may be obtained from the Assessor's Office.
3.) Superior Court
Property owners may appeal a BAA (Board of Assessment Appeals) decision to Superior Court of the judicial district in which the person's property is subject to taxation, within two (2) months of the date the BAA mails a notice of its decision.

EXEMPTIONS

Due to the number and complexity of exemptions, the following is intended only to give you a general idea of what is available. If you think you may be eligible, please call the Assessor's office to discuss details.
  • Veteran's Exemption
    Veteran, who served at least 90 days during time of war, or an active duty serviceman, must prove eligibility by filing the required documentation with the Town Clerk of the town in which he/she resides on or before October 1.
  • Veteran's Disability Exemption
    Veteran disability rating slips must be filed annually by March 31st.
  • Additional Veteran's Exemption-Income Dependent PortionPerson must meet certain income limits. Filing period is February 1st through October 1st.
  • Federal Soldiers' Civil Relief Act
    Provides that personal property belonging to an active duty serviceman is not to be taxed in the town in which the property is located due to military orders.
  • Motor Vehicle of a Serviceman
    Exemption of one vehicle registered in Connecticut but located in another state due to serviceman's military orders. Application must be filed within 15 months of the October 1st assessment date.
  • Totally Disabled Exemption
    Provides a $1,000 reduction in assessment to Connecticut resident receiving permanent total disability benefits.
  • Ambulatory Vehicle Exemption
    Exemption from taxation for ambulance-type motor vehicles, i.e. specially-equipped motor vehicles, used exclusively for transporting any medically incapacitated individual.
  • Blind Exemption
    Provides a $3,000 reduction in assessment to those proving blindness.
  • Freeze
    This program is not open to new applicants.
  • Elderly (must be 65 or older) or Totally Disabled Persons Tax Relief Program
    Must meet certain income parameters. Resident must file between February 1st and May 15th.

  • Forest
    — Certified by State Forester before October 1st
    — Application must be filed between September 1st and October 31st
    — 25 acres or more
